Preheat oven to 350 degrees. Coat a baking sheet with cooking spray.
Place oats in a food processor and pulse until they're mostly ground.
Pour oats into a bowl, and add in cinnamon, salt, baking powder and cloves.
In another small bowl, beat the pumpkin, brown sugar, Earth Balance, milk and vanilla extract until combined well.
Pour the wet mixture into the dry ingredient bowl, and beat just until mixed together. Add in the chocolate chips, and combine them into the batter.
Spoon large spoonfuls of batter onto the baking sheet, forming a dozen cookies.
Bake for 15 minutes, or until cookies are lightly browned.
Cool a bit before enjoying!
